Abstract

Le Portugal, pays de 10 millions d'habitants, est devenu l'un des champions européens des énergies renouvelables pour la production d'électricité grâce à l'essor de l'éolien terrestre, de l'hydroélectricité, de la biomasse et plus récemment du solaire. La diffusion des énergies renouvelables (EnR) favorise également l'apparition de nouveaux acteurs, nationaux et étrangers dans un secteur traditionnellement oligopolistique. Cependant, la décarbonation profonde du système électrique portugais est confrontée à plusieurs défis qui requièrent l'action d'acteurs publics et privés à différents niveaux. Ainsi, le besoin d'une « sortie » rapide du charbon, l'interconnexion physique avec le reste de l'Europe et le développement des réseaux intelligents, figurent parmi les principaux défis.
