Les États-Unis : vers un leadership climatique bottom up ?

Abstract

Le secteur électrique américain est un cas plus que révélateur de l'importance des acteurs non-étatiques. En juin 2017 le gouvernement fédéral annonçait la sortie des États-Unis de l'Accord de Paris semant des forts doutes sur la capacité du pays à poursuivre la naissante décarbonation de son économie. Cependant, des gouverneurs, des maires et des PDG des entreprises américaines ont immédiatement réagi. Quelques heures après l'annonce du gouvernement Trump, une coalition sans précédent regroupant aujourd'hui plus de 2 700 États, villes et entreprises, « s'est ralliée » à l'accord de Paris sous le slogan « We Are Still In ». Comment ces initiatives se traduisent-elles par des mesures concrètes au niveau des États, des villes et des entreprises ? Seront-t-elles suffisantes pour assurer une trajectoire de décarbonation profonde du secteur électrique américain ? Afin d'apporter des éléments de réponse, nous analyserons en trois parties l'évolution récente des émissions de CO2 du secteur électrique des États-Unis et le rôle des différents acteurs non-étatiques.
