Crowdfunding citoyen et territoires : le cas du financement de la transition énergétique

Abstract

Le financement de la transition énergétique est un enjeu majeur au niveau mondial, national et local. La France s'est dotée d'une loi, la TECV (Transition Energétique pour le Croissance Verte) et des propositions récentes contribuent à faire évoluer les comportements des acteurs économiques. La prise de conscience des citoyens est également primordiale. Elle peut se faire au niveau local par des dispositifs incitant à participer au financement et au développement de projets liés à la transition énergétique. Ainsi le « civic crowdfunding » peut être défini comme une forme de financement participatif permettant aux citoyens, aux côtés des acteurs publics, de proposer des idées et de financer des projets au niveau local et comportant une valeur ajoutée pour la société. La consultation des sites internet des nombreuses plateformes de Crowdfunding en France et dans le monde, témoigne de l'intérêt des dirigeants de certaines d'entre elles de se tourner vers le financement de projets liés à la transition énergétique. La problématique de cette recherche exploratoire est la suivante : comment les plateformes de crowdfunding contribuent-elles à l'implication des citoyens au niveau local ? Comment un territoire local peut-il, grâce au crowdfunding, s'approprier un enjeu sociétal mondial ? Est-ce une forme particulière de crowdfunding citoyen ?
