Prix implicite du non-raccordement au réseau d’eau potable à Dapaong au Togo

Abstract

L'article évalue, à l'aide de la méthode d'appariement par le score de propension appliquée aux données d'une enquête réalisée en 2010, un prix implicite du non-raccordement pour les ménages d'une petite ville africaine (Dapaong au Togo). Les bénéfices associés à l'obtention d'un branchement privé sont évalués à l'aide de deux variables traditionnelles en économie (quantité et prix). Le raccordement de tous les ménages génèrerait une hausse de la consommation unitaire en eau de 86 ou 92 litres par jour (selon les algorithmes), ce qui permettrait de satisfaire, au-delà des seuils recommandés par les organisations internationales, les besoins en eau des populations. Par ailleurs, l'estimation du coût moyen élargi suggère, qu'en dépit du coût de raccordement initial, l'accès au réseau offrirait une réelle opportunité de réduction de leur coût global pour chaque mètre cube d'eau consommé en raison, notamment, de la disparition du coût d'opportunité du temps de collecte.
