Abstract

La France est reconnue comme un pays où l'État a très tôt joué un rôle important dans la vie économique. il était donc normal, du fait de ce poids important pour la puissance publique, que la pensée managériale française s'intéresse à la pratique de la gestion par l'État. deux auteurs majeurs, Fayol et Courcelle-Seneuil, d'obédience libérale, vont présenter une vision très négative de cette gestion étatique, l'accusant d'inefficacité et prônant une mise en place d'une gestion de type privée. Notre problématique consistera donc à corroborer, mais aussi critiquer, cette représen-tation à l'aide d'études de romans, de travaux d'historiens, et d'un théoricien du droit ainsi que d'un économiste. Autrement dit, nous nous interrogerons sur la véracité de cette représentation. Nous verrons ainsi que la vision des deux auteurs contient un certain nombre de stéréotypes.
