Abstract

Depuis les lois de décentralisation de 1982, les pouvoirs publics locaux doivent ; assurer un rôle d'intermédiation entre les entreprises et les pôles d'innovation technologique (laboratoires, universités, etc.). Les modalités de cette intermédiation ont évolué depuis 15 ans et se sont complexifiées. C'est dans ce cadre que l'évaluation de l'action d'une agence régionale de développement technologique (ARDT) a été menée en Pays de la Loire. Nous montrons que l'intermédiation réalisée par cette agence se situe sur un continuum dont les deux extrémités sont l'intermédiation acteur et l'intermédiation réseau. Se pose alors le problème de la cohérence entre la politique publique et le mode d'intermédiation ainsi que celui de l'évaluation des actions mises en place.
