L'habitat participatif, un vecteur de « bien commun » qui réclame un réseau de compétences territoriales

Abstract

Les initiatives citoyennes habitantes ont favorisé l'émergence de premiers réseaux d'acteurs de l'habitat participatif au niveau national, mais à l'échelle de territoires locaux, force est de constater que les réseaux peinent à s'organiser, d'où une carence de compétences en la matière. Dès lors se pose la question de la compétence territoriale à organiser un réseau d'acteurs locaux de l'habitat participatif. L'habitat participatif peut être considéré comme un vecteur de respect du « bien commun », dans lequel nous voyons un facteur d'attractivité du territoire ; mais comment favoriser le développement d'une telle compétence territoriale ? La réponse proposée dans la première partie de cette communication est celle du réseau d'acteurs. Une deuxième partie présente la méthodologie qualitative (observation participante et série d'entretiens) auprès de plusieurs acteurs de projets en Lorraine et en Languedoc Roussillon. Deux cas sont retenus pour étudier de manière comparative les limites d'un réseau au maillage fragile, par comparaison à la coprésence d'acteurs locaux dans un projet en cours de finalisation, qui permet d'argumenter en faveur de la constitution de réseaux locaux sur le territoire.
