Abstract

Malgré l'incertitude pesant sur l'évolution de la demande globale, les signes d'une fin prochaine de la récession se multiplient, notamment du côté de l'offre. La situation monétaire s'est progressivement normalisée, même si l'inflation continue de peser sur la consommation des ménages. La chute du PIB devrait être de l'ordre de -0,6 % pour l'année 2016, avec des perspectives de croissance pour 2017 comprise entre +0,5 et +1,5 % suivant les instituts de prévision. Outre les développements de la situation internationale, qui peuvent encore réserver des chocs importants à l'économie de la Russie, le principal facteur d'incertitude est devenu la conduite de la politique budgétaire. En effet, les options de financement du déficit se sont amenuisées en 2016, tandis que les tensions sur les dépenses publiques vont continuer de s'accroître dans les prochains mois.
