Abstract

Les créateurs d'entreprise disposent en France d'une vaste panoplie d'aides financières publiques. Certaines se superposent, d'autres se substituent les unes aux autres. Si les montants moyens accordés sont relativement faibles, la totalité des fonds ainsi engagés est considérable. Comment mesurer l'efficacité de cette aide publique ? Permet-elle de développer des activités novatrices et rentables ? Favorise-t-elle davantage l'installation d'entreprises dans les zones défavorisées ou la sortie durable du chômage des demandeurs d'emploi qui les perçoivent ? Ne devrait-elle pas être complétée de formations préalables à l'entrepreneuriat et d'un accompagnement dela jeune entreprise pendant deux ou trois ans ? Pour apporter une réponse concrète et empirique à ces questions, l'ouvrage passe en revue les principales aides publiques offertes en France et propose une synthèse des évaluations des dispositifs mis en place en France et à l'étranger.
