Abstract

Depuis la présidence de Lula, le Brésil qu'on désigne aussi comme « l'autre géant américain », affirme sa différence à l'échelle mondiale : économie, diplomatie, innovation politique… A la veille des prochains JO et de la Coupe du monde de foot en 2014, comment cette nation émergente prépare-t-elle l'avenir ? Quels sont les ressorts et les freins de sa puissance ? Le Brésil est-il enfin devenu cette « Terre d'avenir » que prophétisait Stefan Zweig en 1941 ? Fascinés par la « démocratie raciale » brésilienne qui contrastait avec l'intolérance et la folie raciste du régime nazi en Europe, d'autres observateurs ont contribué à élever ce pays au rang de mythe.« Le Brésil m'a rendu intelligent », disait Fernand Braudel à peu près à la même époque. Consacré aujourd'hui au rang de « puissance émergente », aux côtés de la Russie, l'Inde et la Chine (le groupe BRIC), le Brésil fascine. L'immense popularité de Lula (2002-2010) a contribué à la diffusion d'une image de rigueur économique, mêlée de responsabilité sociale et d'affirmation sur la scène mondiale.Le Brésil parvient à réduire la pauvreté et les inégalités et contribue à la réforme de la gouvernance mondiale, tout en séduisant par sa décontraction et l'attrait de sa culture. Le pays fait pourtant encore face à de nombreux obstacles sur la voie du développement : violences, inégalités encore criantes, déforestation… « Après l'émergence »… cette synthèse exceptionnelle dessine la stratégie pour la nouvelle décennie.Un chapitre est ainsi consacré au rôle grandissant du Brésil en Afrique et dans le monde arabe...
