Le bilan de santé de la Politique Agricole Commune : faut il des exceptions au traitement général ?

Abstract

La Politique agricole commune (Pac) de l'Union européenne évolue depuis une quinzaine d'années vers le découplage des soutiens agricoles de l'acte de production et le ciblage de ces soutiens aux fonctions non marchandes de l'agriculture. Cela s'est concrètement surtout manifesté par une diminution progressive du soutien assuré par les prix des produits au profit de systèmes d'aides directes moins liées aux volumes de production. Ce processus de découplage est plus ou moins avancé selon les secteurs. D'une manière générale, il est bien avancé dans les secteurs végétaux et au contraire encore partiel dans les secteurs animaux herbivores. La question générale posée dans cet article est de savoir s'il doit y avoir des exceptions à ce processus de découplage au sein même des productions herbivores.
