Abstract

Le PTCE (Pôle Territorial de Coopération Economique) est en voie d'institutionnalisation, avec une reconnaissance législative par la loi de 2014 relative à l'ESS. Regroupement multi-acteurs autour de projet territoriaux de développement durable, il est souvent appréhendé par sa dynamique bottom-up et la dimension collective de la démarche. Nous montrons ici le rôle joué par la structure mère du PTCE dans son évolution. En prenant soin d'éviter une réification du PTCE, nous interrogeons la morphologie de la polarisation, le modèle économique et le mode de gouvernance au regard de la trajectoire suivie par cette structure mère. Nous construisons une double grille d'analyse pour saisir les propriétés structurelles des pôles puis les mettre en perspective en termes de processus. Notre analyse s'appuie sur deux études de cas en région Paca.
