Abstract

This paper examines the role that labelling plays in the governance of the contemporary economy. Drawing on a detailed study of BBC-Effinergy, a French label for sustainable construction, we show how the adoption and evolution of voluntary labels can be seen as emblematic of governance through experimentation. Our study sheds light on how governance through experimentation operates in the French construction industry. We suggest that public authorities rely increasingly on this type of governance to develop new markets and to regulate the established economy.
