Abstract

L'université dans son statut (EPSCP) se voit déléguer par l'Etat une grande partie de la mission d'enseignement supérieur et de recherche. La baisse des dotations et le renforcement des attentes sur leur utilité sociétale conduit les universités à développer des activités nouvelles. Ces activités complémentaires aux missions traditionnelles de service public s'inscrivent dans des stratégies de consolidation économique ou de pérennisation de leur mission. Elles suscitent des interrogations multiples concernant la proximité du service public avec une logique de marché concurrentiel, du fait notamment, de conceptions contradictoires des missions du service public entretenues par les parties prenantes. Clarifier une démarche de calcul de coûts peut être le préalable à un dialogue instrumenté pour la construction d'une dynamique d'arbitrage cohérente sur une mobilisation équilibrée des ressources.
