De l'aide publique à une coopération transformée ?

Abstract

Au cours des dernières décennies, les acteurs publics traditionnels fournisseurs d'aide publique au développement se sont trouvés confrontés au rôle croissant d'autres acteurs de la coopération (pays émergents, fondations privées, etc.) dont les logiques comportementales sont très variables. D'autre part, la frontière, autrefois très claire, entre action publique et action privée s'estompe au risque de négliger la fourniture de biens publics clés du développement. Face à ces transformations, coordonner ces actions de coopération devient de plus en plus difficile et le risque est grand de conduire ainsi à une incohérence des politiques nationales menées par les Etats dans certains pays et en particulier dans les pays les moins avancés. Plus que jamais pour assurer cette cohérence, il s'impose de renforcer leurs capacités d'action par une coopération portant sur les secteurs clés pour le développement à long terme tel que la formation des ressources humaines
