Abstract

De toute part, en France et à l'étranger, émergent depuis le début des années 2000 des pratiques, apparemment alternatives aux réformes managériales que connaissent les administrations. Elles se présentent comme des innovations et de réclament des cultures et des méthodes du design, de l'open source, de l'innovation sociale, etc. A partir d'une première expérience de terrain, ce texte tente de replacer ces démarches dans la trajectoire générale de la modernisation publique en France, et interroge leur positionnement par rapport à quatre principes ayant guidé jusqu'ici la transformation de l'action publique. Il évoque ensuite quelques notions centrales de ces démarches, notamment "l'usager" et "le prototype", pour en soulever les ambiguïtés. Il termine par un questionnement sur les conditions de l'effectivité de ces démarches.
