Abstract

La participation du citoyen en amont des décisions d'infrastructures et d'aménagement est de plus en plus recherchée. Cette participation du citoyen se résume le plus souvent à une simple consultation en amont de la décision. En fait, le cadre de l'évaluation analytique et la logique gestionnaire qui fondent les décisions publiques limitent le degré d'implication du citoyen. Il faudrait pouvoir transcrire dans un cadre d'évaluation procédurale l'objectif de participation accrue du citoyen pour espérer une véritable intégration de celui-ci dans le processus de décision.
