Dette publique, déficit budgétaire, prélèvements obligatoires : comment concilier des exigences contradictoires ?

Abstract

Les gouvernements sont régulièrement soumis à deux exigences difficiles à concilier : d'un côté, redresser les finances publiques, de l'autre, réduire le taux de prélèvements obligatoires. Depuis une trentaine d'années, celui-ci a fortement progressé, le solde public a toujours été négatif et la dette publique est passée de 20 % à plus de 65 % du PIB. Après un retour sur trois décennies de dégradation des comptes publics, Jacques Le Cacheux fait le point sur les débats concernant la maîtrise nécessaire de leur dérapage, dans la configuration de l'Union monétaire et au vu de l'argument des générations futures. Si la hausse des prélèvements obligatoires peut sembler de prime abord aller de soi dans ce contexte, elle n'est toutefois pour l'auteur ni souhaitable ni inexorable, comme l'attestent les expériences d'autres États européens.
