Abstract

Nous proposons de retracer l'évolution de la PPIET en France depuis 2005 en insistant sur les aspects organisationnels, culturels et communicationnels. Puis nous nous intéressons plus particulièrement au dispositif d'intelligence économique territoriale mis en œuvre en Poitou-Charentes, région pilote en la matière. Ce travail, fruit d'une recherche-action réalisée sur une longue période, depuis 2005, insiste sur la méthode de management mise en œuvre par la puissance publique. Elle montre, outre une inadéquation existante entre les objectifs visés et l'organisation proposée, que les " jeux de pouvoir " des acteurs du dispositif public impliqués sont similaires au phénomène bureaucratique décrit par Crozier en d'autres temps. Elle trace enfin un horizon à travers la notion de communauté stratégique de connaissance, particulièrement adaptée à répondre aux enjeux liés de la mondialisation et du développement des territoires.
