Les méga-projets

Abstract

Les grands ou méga-projets se multiplient. Dans les infrastructures de transport, mais aussi dans la haute technologie (civile ou militaire). Trois raisons président à leur prolifération. L'une est technologique : le progrès technologique les rend possibles dans de nombreux domaines, et attirants. La deuxième est politique : ils sont très visibles et assurent la célébrité des hommes ou des femmes politiques qui annoncent leur lancement. Et la troisième, enfin, est économique : de nombreux acteurs ont intérêt à ce qu'ils soient décidés et développés - à méga-projet, méga-profit. Par ailleurs, apanage plutôt des pays riches, ils tendent à se démocratiser : quand un pays accède au développement, il se lance dans l'aventure et le mouvement se mondialise. Bent Flyvbjerg leur a consacré un petit livre marquant, Megaprojects and Risk. An anatomy of an ambition, paru en 2003 et qui en est à sa huitième édition (Flyvbjerg, 2010).
