Abstract

Il est possible de distinguer différentes interventions fiscales par leur contenu empirique : taxe intérieure sur le produits pétroliers (TIPP), taxe sur la mise en décharge, etc. S'en tenir à une telle appréhension ne permet cependant pas de comprendre les points de débat les plus importants à l'interface de la fiscalité et des politiques d'environnement. Dans ce qui suit, on partira de l'opposition entre le point de vue de l'économiste et celui du fiscaliste pour, dans un deuxième temps, introduire trois distinctions au sein des instruments des politiques publiques permettant de révéler plusieurs facettes de l'efficacité économique des instruments considérés.
