Abstract

Ce chapitre a pour objet de répondre à la question suivante: Quelle organisation territoriale du tourisme faut‐il retenir? Si généralement les Etats se sont dotés de véritables politiques touristiques, qu'il convient certes de revisiter mais certainement pas de supprimer, il semble légitime de s'interroger sur le rôle des acteurs publics au niveau local. Un parti pris volontairement normatif peut contribuer en premier lieu à décrire une situation idéale où chaque niveau administratif aurait un rôle déterminé. Mais les activités touristiques ont des implications locales particulièrement complexes au regard des liens (occasionnels, hiérarchiques, coopératifs,...) qui peuvent exister entre organismes publics ou privés en charge d'une mission dans le domaine du tourisme. Cette complexité accompagnée parfois d'incohérence, peut être remise en cause par un redécoupage des missions touristiques fondé sur une adéquation entre les réalités du terrain.
