Enjeux, approches et contraintes de l'évaluation dans les pays à faible revenu

Abstract

Le niveau de santé dans les pays à faible revenu est encore très bas alors même que la communauté internationale se mobilise de plus en plus. Et si globalement, le financement de la santé reste encore insuffisant dans ces pays, des progrès sont possibles avec les ressources actuelles. Mais pour cela, il est nécessaire d'améliorer la performance des systèmes de santé ainsi que l'efficacité et l'efficience des interventions de santé. L'évaluation est un outil qui permet de vérifier la réalité de cette performance et de cette efficience. Après avoir montré que l'enjeu de l'évaluation n'est pas seulement économique et financier, mais aussi éthique et social, cet article expose les différentes méthodes de l'évaluation puis analyse les contraintes de sa mise en place.
