Abstract

Avec l'agenda de Lisbonne et l'espace européen de la recherche, l'Union européenne affiche l'ambition de devenir " l'économie de la connaissance la plus compétitive et la plus dynamique du monde ". Pourtant, depuis 2000, l'écart entre l'Europe et les Etats- Unis persiste, voire s'aggrave. Plusieurs pays européens, dont la France, ont du mal à engager les réformes de structure nécessaires et à accroître leur effort de recherche et d'innovation. Cet ouvrage fait suite à une conférence qui a réuni le 4 octobre 2004, à l'initiative de l'IFRI et de l'institut de l'entreprise, des analystes et de nombreux acteurs du système français d'innovation. Il s'appuie sur l'analyse du processus d'internationalisation de la R et D et des expériences de la France, des États-Unis, de l'Allemagne et de la Suède pour dégager quatre orientations pour la politique nationale de recherche et d'innovation : renforcer l'attractivité de la France pour la R et D des multinationales, françaises ou étrangères ; concentrer les efforts sur des pôles scientifiques et technologiques qui doivent acquérir une réputation d'excellence à l'échelle européenne et mondiale ; mettre les universités au cur du dispositif public de recherche ; reconsidérer l'organisation des interventions publiques pour tirer parti du double mouvement d'européanisation et de régionalisation.
