Abstract

En 2001, quatre pays sahéliens parmi les plus pauvres de la planète - le Bénin, le Burkina Faso, le Mali et le Tchad - déposaient une plainte à l'OMC contre les subventions massives dont bénéficient les producteurs de coton du Nord. Fruit de trois ans de travail entre producteurs, industriels, ONG et États africains, cette initiative concertée allait participer à l'échec de la conférence ministérielle de l'OMC à Cancùn en septembre 2003. Depuis, les producteurs africains, soutenus par les ONG Oxfam et Enda Tiers Monde, n'ont cessé de mener la bataille. Au lendemain de la conférence ministérielle de Hongkong de décembre 2005, il paraît intéressant de revenir sur l'analyse et l'argumentaire des promoteurs de cette initiative, mais aussi sur les enjeux de la négociation et sur les résultats obtenus.
