    Au-delà d'un discours mettant en avant la montée de la gestion des parcours professionnels et des carrières par les compétences, les résultats de l'enquête REPONSE montrent une diffusion limitée de telles pratiques et leur concentration dans les grands établissements, les secteurs à forte qualification, là où la négociation sociale est active notamment sur le terrain des classifications et des carrières, et où une modernisation organisationnelle a été mise en oeuvre. La gestion par les compétences n'a pas encore profondément transformé la relation salariale
