Abstract

De nombreux pays en développement ont bénéficié d'annulations de dette qui leur ont permis de réduire significativement le niveau de la dette publique. Ces pays devront financer des dépenses massives pour atteindre les Objectifs du millénaire pour le développement et ne peuvent compter exclusivement sur des financements extérieurs. Dès lors le recours à des emprunts internes est-il possible et souhaitable ? Cet article analyse cette question dans le cadre de l'Union économique et monétaire ouest africaine, dont cinq Etats sur huit ont bénéficié d'importantes annulations de dette. Il apparaît que le recours au marché financier régional est pour plusieurs pays non seulement possible, puisque le système bancaire est très liquide et que les obstacles institutionnels sont surmontables, mais également souhaitable, dans la mesure où les principaux risques associés (dette publique non soutenable, éviction des investissements privés et appréciation réelle de la monnaie) semblent actuellement limités.
