Abstract

This paper relates to the possibility of a system generalized and reinforced of property rights (private) on the whole of the technical training. Contemporary evolutions push in this direction. There is however a kind of Utopia nonviable and counter-productive. We will show that this Utopia frequently returns, and necessarily, in contradiction with the logic of the technical change, leading to situations of blocking as regards inventive activity. In these situations, the maintenance of the public domain is essential. Some forms of collective ownership (commons) becomes a need which explains institutional arrangements and do-it-yourself relating to rights of access and use to the technical training.
