Abstract

Les aides personnelles au logement constituent le principal instrument de la politique du logement en France. Près de 6 millions de ménages en bénéficient chaque année, pour un coût global de près de 18 milliards d'euros. La réforme proposée ici propose de fusionner les aides au logement, le RSA et la PPE en une prestation unique. Simplification utile du système de protection sociale français, l'intégration des aides au logement au sein d'une prestation ni spécifiquement « fléchée » ni affectée à ce poste de consommation diminuerait, en outre, le risque de capture des aides par les bailleurs, tout en accroissant les incitations au retour à l'emploi. Une telle réforme permettrait ainsi que les sommes allouées aux aides au logement bénéficient réellement aux ménages qu'elles ont vocation à soutenir.
