Abstract

Ce que reçoit le travailleur en compensation du travail fourni peut s'analyser du point de vue des deux parties contractantes : celui du salarié - on s'intéresse alors à la rémunération - et celui de l'employeur - on s'intéresse alors au coût du travail. Les débats, aussi bien académiques que politiques, se sont concentrés principalement sur les effets du coût du travail sur l'emploi. Ils ont été particulièrement vifs en France - le coût excessif du travail étant dénoncé par certains comme un des facteurs importants du niveau élevé du chômage depuis les années 1980. Des politiques de réduction de ce coût - notamment au niveau des emplois à bas salaires - ont été mises en œuvre dès le début des années 1990, avec un impact positif sur la création d'emplois. Nous commencerons par donner quelques éléments de définition et de mesure, avant d'analyser comment le coût est un élément de gestion de la main d'œuvre, en ce qu'il peut avoir un impact non seulement sur la quantité de travail utilisé (généralement mesurée en nombre d'emplois) mais aussi sur d'autres dimensions de la gestion des ressources humaines. Nous terminerons par l'analyse du rôle de la politique publique dans la détermination du coût du travail.
