Economie libérale et liberté d'expression dans le contexte de la révolution informationelle

Abstract

Au cours des dernières décennies, les économies développées ont connu deux transformations majeures : une révolution informationnelle et la libéralisation de l'économie. Ces évolutions ont eu des incidences sur la liberté d'expression. Afin de montrer la filiation des idées libérales et d'éclairer les changements engagés depuis le début des années 1970, les grandes phases du libéralisme économique sont d'abord rappelées. L'examen des défaillances du marché conduit ensuite à examiner les justifications du recours à des mécanismes alternatifs d'allocation des ressources et l'apport de la théorie économique moderne de l'information aux politiques proposées. Enfin, la caractérisation des mutations technologiques récentes permet d'analyser les effets des transformations sur la liberté d'expression, en relation avec le mouvement de libéralisation et de globalisation de l'économie .
