Employabilité et politiques publiques : un apprentissage centenaire et inachevé

Abstract

Entendue comme l'aptitude à obtenir et conserver un emploi « normal » c'est-à-dire non protégé, l'employabilité est un terme centenaire à l'usage de plus en plus répandu. Il trouve un champ d'application naturel dans les contextes de renouvellement des emplois : plutôt que de protéger un travailleur dans un emploi, il convient de développer sa capacité professionnelle à s'adapter aux emplois à venir, son employabilité. Il s'est longtemps agi d'une notion élaborée et utilisée par des praticiens du social et de la santé confrontés à la prise en charge différenciées des chômeurs : travailleurs sociaux, agents des offices de placement, autorités administratives, médecins, formateurs… Les chercheurs ou les spécialistes d'une discipline académiquement reconnue comme l'économie, la sociologie, les sciences de l'éducation ou encore la gestion des ressources humaines, s'en sont saisis tardivement, et l'ont étendu à toute catégorie de travailleurs'actifs, en emploi ou non.
