L'investissement public local et la recentralisation de la sphère financière publique

Abstract

The objective of the paper is to study the French model of public investment, and the contribution of local communities to this model. The study is placed in the context of public financial recentralization. A comparison between french and other european countries models is proposed. To that end we use national accountings. In a period of harsh constraints on public finances, we show that in France public investment, and particularly public local investment is very important in the general dynamics of investment. It is why the decrease of state budget allocations to local communities since 2015 could have damaging impact on local activity.
