Abstract

Cet ouvrage fait suite à un rapport du CAE consacré aux missions des banques centrales, remis en mars 2011 à Christine Lagarde, alors ministre de l'économie. Les auteurs se rejoignaient sur un point : les banques centrales doivent tirer les leçons de la crise et, la plus importante d'entre toutes est qu'elles n'ont pas veillé à la stabilité financière. Mais ils divergeaient sur la façon d'articuler la politique monétaire et la politique de stabilité financière ainsi que sur le mode de gouvernance des banques. Les deux premières parties de cet ouvrage restituent ce débat. Un travail préalable d'enquête avait été mené à l'aide d'un questionnaire soumis à des économistes et à des banquiers centraux ; cet ouvrage en fait la synthèse.
