Les politiques monétaires : efficacité face à la crise et questions actuelles

Abstract

Le contexte de la crise financière et de la récession mondiale qui l'a suivie a été propice à une réflexion sur la politique monétaire. Les fortes baisses de taux d'intérêt entre septembre 2007 et mai 2009 n'ont pas suffi à débloquer le marché interbancaire et encore moins à endiguer la transmission du choc financier à l'économie réelle, obligeant les banques centrales à recourir à des " mesures exceptionnelles ". Elles posent par ailleurs, selon Christian Bordes, la question des marges de manœuvre résiduelles une fois atteint le niveau " plancher " des taux d'intérêt. Le lien entre la politique accommodante de la Réserve fédérale américaine en 2001-2004 et la formation de la bulle des subprimes incite enfin à réfléchir aux modifications à apporter à la politique monétaire pour éviter la reproduction d'un tel scénario.
