Abstract

This article points out the contribution of local justice theories to institutions dynamics. As far as the debate concerning persistence of national Welfare regime is concerned, we show that local justice theories build a middle range theory of institutionnal change, which articulates path dependence and radical innovation. public policies are analysed as heuristic processes which involve an increasing consistency between institutional sectors. Two French case studies -the part time early retirement schemes and the negative income tax (prime pour l'emploi) implementations - are then analysed within this framework respectively as gradual and innovative changes.
