Ökonomische Wirkungen der 13. koordinierten Bevölkerungsvorausberechnung

Abstract

Das Statistische Bundesamt hat am 28.04.2015 nach sechs Jahren eine aktualisierte Fas-sung der koordinierten Bevölkerungsvorausberechnung (KBV) veröffentlicht. In diesem Diskussion-Paper werden die Folgen einer geänderten Bevölkerungsentwicklung beschrieben, indem die volkswirtschafllichen Gegebenheiten abhängig von der alten bzw. neuen Bevölkerung verglichen werden. Dazu wird das makroökonomische Input-Output Modell INFOGE eingesetzt. Vergleichsgrößen sind Haushalte und Erwerbspersonen, Bruttoinlandsprodukt und seine Komponenten sowie Erwerbstätige nach Wirtschaftszweigen. Es zeigt sich, dass sich Deutschland kurz- bis mittelfristig auf veränderte Bedingungen einstellen muss, auch wenn die Bevölkerung anfangs anders als ursprünglich erwartet noch zunimmt. Die Folgen sind soziale- und ökonomische Veränderungen, auf die sich Haushalte, Unternehmen und der Staat einstellen müssen: u.a. ergeben sich bessere Wachstumsaussichten bei gleichzeitig größerer Wohnungsknappheit. Auch der Bedarf an Lehrern liegt wieder höher. Steigende Arbeitszeiten sind nicht mehr zwingend notwendig und das Steuer- und Sozialversicherungssystem kann/sollte neu justiert werden.
