Políticas de protección social y laboral en el Ecuador

Abstract

¿Cuán eficaz es el sistema de protección social en el Ecuador para proteger a la población contra diversos riesgos? ¿Cuál es su impacto redistributivo y cuánto contribuye a reducir la desigualdad? ¿Qué efectos tiene en la productividad? Estas son las preguntas centrales que guían este análisis, en el que se ensayan algunas respuestas a partir del examen de los incentivos generados por la coexistencia de los componentes contributivo y no contributivo de la seguridad social, los programas de combate contra la pobreza y los regímenes fiscales especiales para pequeñas empresas. La conclusión es que, más allá de las buenas intenciones, las superposiciones entre los componentes contributivo y no contributivo originan una escasa protección, una alta informalidad y una baja productividad, que contribuyen a la persistencia de las desigualdades.
