Gobernanzas plurales del agua: formas diversas de concepción, relación, accesos, manejos y derechos del agua en contextos de gran minería en Colombia y el Perú

Abstract

En América Latina, las políticas nacionales de gobernanza hídrica se centran en una noción que ignora los derechos previos y las formas alternativas de manejo del agua. Como consecuencia, se han generado conflictos respecto a las concepciones y los derechos en torno al agua, así como al manejo de las infraestructuras. A partir del análisis comparativo entre Colombia y el Perú, este estudio encuentra una gobernanza fragmentada, ausente o ejercida por actores diversos: el Estado, las empresas y, parcialmente, los actores locales. Los hallazgos evidencian la necesidad de reconocer gobernanza plurales del agua que impulsen procesos de justicia hídrica en contextos de escasez y competencia.
