L'emigration est un element central de l'histoire contemporaine de l'Espagne et de l'Italie. Du milieu du XiXe siecle aux annees 1970, ces deux pays, que caracterise au depart une economie rurale traditionnelle, adoptent face a l'emigration des attitudes et des politiques differentes, voir opposees. Admettre l'existence d'un excedent de population, reconnaitre et encourager les mouvements migratoires, c'est creer des outils et des categories statistiques qui permettront de denombrer les departs, de controler et d'organiser la mobikite des individus hors du territoire national.
