Abstract

Threats of trade actions are a fact of lige in international relations. While international trade law, through institutions such as the WTO and regional trade organizations, puts limits on the abilities of nations to costlessly act upon their threats, there are no international disciplines on the ability of nations to threaten the imposition of trade barriers.
