Abstract

Le probleme, dans la recherche d'une gestion de l'eau visant l'interet general, est que chaque acteur, en fonction de son niveau (individuel ou collectif, local, regional ou national), de son statut, (prive, public ou d'economie mixte), de sa mission (usager, gestionnaire, politique) a sa propre perception du sens de l'interet general et des principes de services public; la satisfaction de l'interet general oblige a inciter chacun de ces acteurs a concilier ces perceptions dans un systeme commun et coherent. On peut rapidement caracteriser comme suit les principaux tupes de positionnement de ces differents acteurs vis-a-vis de la gestion de l'interet general des ressources en eau.
