Sobre la revisión del PNIEC

Abstract

El objeto de este trabajo es analizar las principales novedades introducidas en la actualización del PNIEC(al que nos referiremos como PNIEC-2024) en relación con el actualmente vigente (al que nosreferiremos como PNIEC-2020)3. Sobre este último ya se realizó una detallada valoración en un trabajoprevio (Rodríguez, 2020)4, alcanzándose dos conclusiones principales. En primer lugar, se valorabapositivamente que se planteasen objetivos ambiciosos, aunque estos implicaban ritmos dedescarbonización, penetración de generación renovable y ahorros de energía más exigentes que loscontemplados en el conjunto de la UE. Sin embargo, en el trabajo se enfatizaba que las principalesdificultades no provendrían del cambio en el mix de generación eléctrico, aun siendo este exigente entérminos del aumento previsto en la capacidad de generación renovable, sino del cumplimiento delas previsiones sobre el cambio modal y la electrificación del sector del transporte para 2030. Ensegundo lugar, se concluía que el objetivo de cambio en el mix de generación eléctrico resultabacreíble en términos generales. A ese respecto, se señalaba que la prioridad debía ser la de clarificarlas condiciones de acceso, sin descartar que las subastas puedan jugar un papel en el medio plazo,cuando se acentúe la dificultad de entrada en un contexto de menores precios en el mercado eléctrico.En el trabajo referido se profundizaba también en otros aspectos, como en la cobertura de la demandaen el contexto del plan de cierre del parque nuclear o en distintas cuestiones relacionadas con ladescarbonización del transporte y de la industria.
