Reformando la financiación local. ¿Un viaje o una excursión?. (Las propuestas de la Comisión)

Abstract

En este trabajo se resumen las principales propuestas de la reciente Comisión de Expertos para la revisión del sistema de financiación local, así como el diagnóstico de las disfunciones del modelo actual, cuya corrección se pretende con las mismas. Las propuestas pueden ser agrupadas en cuatro líneas de actuación tendentes a: 1) redefinir el marco competencial de las entidades locales; 2) mejorar la equidad del sistema de financiación y con ella la accesibilidad de los ciudadanos a los servicios públicos con independencia del lugar de residencia; 3) reforzar la autonomía tributaria y la corresponsabilidad fiscal de los gobiernos locales; y 4) racionalizar y mejorar técnicamente el marco tributario y de disciplina fiscal de las administraciones locales.
