Un encaje entre financiación autonómica y estabilidad presupuestaria en torno a la coordinación y la planificación

Abstract

En el trabajo se analiza la deseable conexión que se debe producir entre el sistema de financiación autonómica y la normativa de estabilidad presupuestaria, en el contexto de la consolidación fiscal. Se ensalza el decisivo -y poco desplegado- papel del principio de coordinación, frente a alternativas unilaterales ya ensayadas. En particular, se repasa el fundamental papel de las previsiones económicas y la planificación presupuestaria, se destaca el fondo de contingencia para la gestión de gastos imprevistos y se proponen alternativas para el establecimiento en España de un fondo de estabilización económica de carácter anticíclico.
