Abstract

En este trabajo se propone una metodología para detectar las verdaderas variables de reparto implícitas en el modelo de financiación regional. También se propone un sistema de nivelación sencillo y transparente consistente en el establecimiento de una única Transferencia de Suficiencia y Nivelación definida como la diferencia, positiva o negativa, entre las Necesidades de Financiación de cada C.A. y la recaudación normativa de sus tributos, proponiéndose dos escenarios de estimación de dichas Necesidades.
