La reforma del sistema de financiación de las comunidades autónomas de régimen común: una propuesta específica

Abstract

En el presente trabajo se avanzan algunas propuestas para la reforma del actual sistema de financiación de las comunidades autónomas de régimen común. Las propuestas intentan resolver o mitigar los principales problemas del modelo actual, entre los que destacan una distribución de recursos entre regiones caracterizada por su arbitrariedad y por una excesiva desigualdad, la existencia de un claro déficit de autonomía y responsabilidad fiscal por parte de las comunidades autónomas y la ausencia de un mecanismo razonable que garantice un cierto equilibrio en el reparto vertical de recursos entre los distintos niveles de la Administración.
