Comentario al proyecto de ley para el impulso de los planes de pensiones de empleo

Abstract

En esta nota se argumenta que la asimetría de trato entre ambos tipos de planes plantea serios problemas, supone una inequidad regulatoria y fiscal y no está claro que aporte grandes beneficios, por lo que convendría corregir el tiro y dar un tratamiento más equilibrado a dos instrumentos complementarios que siguen siendo necesarios para cubrir distintos segmentos de la población. Por otra parte, la norma concentra un excesivo poder sobre los planes de pensiones de promoción pública en manos de dos comisiones dominadas por el Gobierno y con un mandato poco claro en materia de criterios de inversión, lo que podría dar lugar a un cierto intervencionismo político en la asignación de un componente potencialmente importante de los flujos de ahorro que sería muy poco recomendable.
