Abstract

El Anteproyecto no otorga la independencia y autonomía necesarias para ser eficaces a los organismos a los que se encarga el diseño y el control del Sistema Estatal de Ciencia y Tecnología, el Consejo de Política Científica, Tecnológica y de Innovación, el Sistema de Información, o la propia Agencia Estatal de Investigación, ni establece un sistema de control de resultados riguroso y ágil.
