Propuesta de cálculo y actualización de la recaudación normativa de tributos cedidos y tasas en el sistema de financiación de las Comunidades Autónomas

Abstract

La actual configuración de las recaudaciones normativas en el contexto del sistema de financiación autonómica adolece de notables limitaciones conceptuales. Este trabajo ofrece una metodología sencilla y verificable por todas las partes para estimar un concepto alternativo y de idéntica utilidad, el de recaudación homogénea. Se ha seguido para ello una econometría de datos de panel, que estima el impacto de un conjunto de factores subyacentes sobre la recaudación de los impuestos cedidos. Sobre la base de estas estimaciones se recuperan posteriormente las recaudaciones predichas por el modelo que, además, considera la existencia de posibles efectos individuales inobservables propios de cada Comunidad.
